Abstract
Since the regulations of inspections and assessment for specific pet industry was got afoot in 2009, so far county and city governments have been handled with the first evaluation for specific pet industry. However, the existing evaluation items are more limited on the animal protection, and not all items are suitable for all specific pet industry. Therefore, it is necessary to establish a set of comprehensive evaluation index for specific pet industry that improves the development of the industry, awards for superior and eliminating the inferior, promotes the competitiveness and meets modern animal welfare.
Modified Delphi Method and Analytic Hierarchy Process are adopted as the major research methodology of this study. Without interference situation, it is according to the literature review and compiles the data of relevant issues, then taking anonymous type of expert collective decision-making technology to integrate related fields of experts’ opinions by statistical analysis and systematic data processing to obtain the hierarchical structure of the evaluation index for specific pet industry. Finally, Analytic Hierarchy Process is applied to evaluate the weight of each index, and then conducting consistency test and sequencing.
The results of analysis obtain hierarchical structure of four dimensions, eleven core indexes and thirty-seven key level indexes. Finally, a relative weight system of evaluation index for specific pet industry is established to provide county and city governments as a reference for evaluation of specific pet industry.
