Abstract
Global government administrations have encouraged the public to use governmental open data, and data-driven collaborative partnerships have gradually become a new form of promoting open data use. It is expected that under the existing infrastructure of open government data (OGD), government agencies can form cross-boundary data collaboratives with other actors of non-profit organizations, social groups, and private companies. Cross-boundary data collaboratives can be a promising approach to promoting open data use and helping government agencies resolve encountered challenges and foster innovative applications. While there are still limited studies exploring the emergent trend and the complexity of cross-boundary data collaborative partnerships, this study is set to propose preliminary hypotheses for exploring the potential determinants that may influence government agencies’ propensity to engage in such initiatives.
