Abstract
According to the empirical research on the Inter-Governmental Relations (IGR)
of Taichung City and Nantau County of Taiwan, it is significantly approved that the
horizontal IGR on the local governments of Taiwan is just transforming its inclusive-authority model to coordinate-authority model.
Refering to the theory of David C. Nice, the IGR type of Taiwan, especially on
the county level, it is undergoing the interdependence model, but need to level-up to
the functional model and competitive model. Furthermore, politically, it needs to
enhance the leadership cooperation among central and local governments, and thecivil
societies. In terms of legal systems construction, it is necessary to take some measures
to constitute the networks of laws, regulations and the manipulation contracts of IGR.
On the other hand, undoubtedly, this research still find out the on the managerial
dimension, it still needs to encourage the central and local governments to build the
regional institutions and cooperation associations, and continue to promote their
implementation capability and performance review mechanism on IGR.
