Abstract
Housing is principal thing to ensure the basic need of society. The issue of low cost housing has been the focus of much attention from every country in the world. Governments all over the world are taking steps to address the problem of providing adequate and affordable housing to their people. Viet Nam is also not left out in this drive, and thus initiated an integrated public housing program in 2004. The Vietnam Urban Upgrading Project, launched in 2004, is intended to alleviate poverty in urban areas by improving the living and environmental conditions of the urban poor using participatory planning methods, and influencing planning processes so they become more inclusive and pro-poor. These objectives are reflected in components of the project, including use of partnerships between communities and local governments to upgrade basic tertiary infrastructure and other services in low-income areas, providing affordable housing to low-income families that have to be resettled as a result of upgrading, establishing a housing improvement loan program for low-income households in upgraded areas, and providing technical assistance to improve land administration processes in the project cities. Accordingly, this study attempts to focus on the implementation of housing program for the poor in Vietnam, especially in Hanoi. It will contribute to the development of housing program for developing country and in turn to benefit to the society.
