Abstract
The life cycle of constructions could be divided into different stages, for example: feasibility study, planning, detail design, executing and maintenance. Each stage had its influence in the construction. The quality of planning and detail design output data would extremely influence the quality of construction executing, closing stages and operating service, therefore, it should be very prudent during design state. In principle, the stage of constructing should construct according to the request of design phase. So the actual function and quality of the project are large influenced by the quality of designing.
In order to improve public project quality, the government (PCC, Public Construction Committee) promoting three level quality management systems, and handling the quality evaluation of fine project since 1993; and begin to award the public project gold medal award since 2000, which is in order to praise organization, construction manufacturer and individual of the fine public project. Because the awards focuses on the project during the stage of constructing, and the evaluation index to the designing unit has not been stipulated clearly yet, this research plans to cooperate with the gold medal award work, in the position of the public checking unit, to set up the index of design quality, and be able to offer an owner and undertaker while handling the evaluation of building design quality.
To enable the checking work easily, this research have set up an index of project design quality of building and check list. Hope it could feedback the project design quality by checking work in the constructing phase, and to improve the attention to project design quality of the organization and technological service company.
The research gathering the whole important evaluating factor by literature review, case analysis and expert interview, and then carry on attitude form questionnaire investigation and rigorous statistics to assay and test, objectifying the personal subjective feeling. Gathering a great deal of experts and scholars who experienced in design quality, to set up a general index to evaluate the design quality of the building project rationally. Hope by setting up the index to the design quality of the building project, offering the reference to every domestic public relevant unit so as to evaluate the project design quality, and then strengthening the implementation of project design quality, and expecting to achieve the goal of improving public project quality.
