Abstract
As a method and technology to ensure the win-win balance of both quality and cost, value engineering can also be used as a tool to control total cost. Its emphasis, on the one hand, is the assurance of quality and function of product or service, and on the other hand, is the avoidance from unnecessary dissipation of cost, so as to achieve optimal efficiency. The major goal is to facilitate systematic analysis on characteristics of product or services for the research team, separate necessary and unnecessary functions, and develop alternative proposals for the decision-makers. Currently, most engineering documents are paper-based, causing tremendous inconvenience in the locating and browsing of the report needed for reference. Besides, the utilization is under the limitation of time and location.
Document management system is comprised of digitalized databases and front-tier interface for documents of a certain type or quantity. Through the digitalization technology, paper-based data that are not easily archived and transmitted can be transformed and integrated into the digital database. Further, the accessibility of Internet beyond time and location facilitates optimal utilization of archived data.
The application of value engineering in public construction has enjoyed growing popularity in Taiwan, especially in the construction of the MRT system in Taipei. However, most archived data are not integrated but only bound volumes, hampering the application of history data for future value engineering analysis. In light of this, our study intends to apply database implementation techniques, including Entity-Relationship Model, Fifth Normal Form, Microsoft’s latest .NET platform, and WEB application programs (replacing traditional ASP) to transform value engineering analysis reports into an Internet database system that allows online entry, modification, check, and search. This integration of information technology and Internet to facilitate the implementation, analysis and searching of value engineering analysis on archived data is expected to simplify data collection and analysis procedures, so as to achieve optimal utilization of previously accumulated intelligence.
