Abstract
The formation of a public sphere needs the coordinated support of public
intellectuals. Yet in the modern society, public sphere is characterized by value
pluralism. How to create a public sphere among intellectuals who are committed to
different values or ideologies would then constitute a challenge for political theory.
The article examines the possibility of rational communication in a pluralistic public
sphere by addressing the theories of Arendt, Habermas, Berlin, and Gray. In the
conclusion, I suggest that the public sphere will emerge only if four conditions are
realized: a common concern for the world, a willingness to understand other people, a
commitment to interact by speech-act, and the promise to accept the better argument.
