Abstract
“Standing committees” is the most important investigating mechanism in the Legislative Yuan. Legislators are in charge of the legislation, and they are responsible for the whole fellow in the country. The legislators’ behaviors may directly or indirectly affect the legislative process and outcomes. Of all the legislators’ behaviors, the investigation of bills in the standing committees is the most significant one. Therefore, the main purpose of this thesis focuses on legislator’s behavior of investigating bills in the standing committees.
It includes signature、 speaking、retain for speaking in the chamber、negotiating and addressed bills. And I will probe into the content of legislator’s speaking in the standing committees. According to the “representative theory”, members will represent that effect them the most.
I will take “public affair bill”-“The law of PTS”and “The law of national defense”for case study analysis. By empirical examination, it could be three results: firstly, not only legislator’s behavior affected by single factor but also other factors;secondly, it may create variable of the bill past or not by the different mechanism;furthermore, Legislative Yuan lacked of professionalism but pervaded the opportunism.
We suggest that parties and Legislative Yuan should modify “nomination”、“responsibility ”and “institution of the standing committees”to establish a investigated mechanism of Legislative Yuan completed.
