Abstract
以權力增長理論檢視我國民間團體參與國際事務的困境與突破處，以行動來參與國際民間團體達到自助助人、自立立人、自愛愛人原則；並利用資訊、資源、網絡、做決定的實踐策略，形成民間團體與政府和國際間的夥伴關係，達到外交功能，增廣國際視聽，提升國際接軌能力。 Based on empowerment theory, as well as self-help, self-determinant, and self-appreciate principles, this article gives details about the obstacles and break-through of NGOs in Taiwan. Using the participation of the UN Commission on the Status of Women, NGO-CSW as an example, the relationship of NGOs and the Government can be partners, supporter, consultant, etc. and link to the international relationship.
