Abstract
Under the globalized influence, government''s government pattern has changed, transforms from past rule into nowadays''s government, but in paid great attention the civil society strength effective release and under the utilization place government pattern, in recent years the community participation the related operation and the discussion had the tendency which increased gradually. Especially the Western scholar accumulated the rich fruit to the related subject''s theory discussion and the case study, therefore we thought that our country must launch in the place community participates in the research. Therefore this research is from the whole world, in the place, the participation expand under three big main environmental factor influence which transforms with the community policy, participates in the theory take the community as the main rationale, the literature discussion law and the depth interview law is the research technique, the Taibei Datong District''s new neighbouring river community develops the association is the object of study, and to the Taibei Municipal government Related Department, the expert, the community develops the association and the community populace carries on the interview separately, hoped that by participates in various main bodies interview result with the community, understood how the community does develop the association to condense the community resources to participation by the effective impetus community. Finally, develops between the association and the government and the community populace because of the discussion community the interactive relations, collects the whole society area development association, in the impetus community participates in the process the success government factor and possible to govern the difficult position. And expected, in the correlation theories analysis and the case practice examine in the card, proposed that conforms to Taiwan the related policy which participation in the place community to suggest, supplies the community to develop the association and the government related department refers.
