Abstract
During the period of 1984 to 1997, the Taiwanese government tried to employ the paddy rice land diversion program to solve the problems of surplus and budget deficit. Facing the dilemma coming from domestic and WTO, starting from January of 1998, the set aside program is used to alleviate its pressure. Although the government was optimistic of introducing the policy, some questions arise: Production efficiency varies among rice growers, will this influence the achievement of policy enforcement? Can set aside program do the job of accelerating the structure adjustment of rice production? These issues will be addressed in this proposed research. Currently, most articles related to the land diversion or set aside programs are still on the stage of literature reviews. To include more theoretical information in this research scope, the project proposed here is to develop the theoretical model to evaluate the propensity of participating set aside program for individual rice grower. An Three Stage Indifference Price Approach will also be applied to the rice industry. The estimated results will be used to assess the impacts of set aside program.
