Abstract
The overuse of the incidental proposition has become a recent problem in the Legislative Yuan. An incidental proposition is originally created to handle emergent issues. However, the Legislators have used it as a convenient means to boost their performance in the Legislative Yuan. The Speaker cannot blockade a boycott in the form of an incidental proposition by violating the rules of legislation. Consequently, it has become the case that incidental propositions are made almost dialy during the session. Such a result has obviously contradicted with the original function of incidental propositions. This essay will try to analyze incidental propositions with respect to their legal bases, categories, practices and defects. A solution for the problem of overusing incidental propositions will also be suggested.
