Abstract
With the rapid changes of Information & Communication Technology (ICT) and advancement of the internet; development of an information society has already taken shape. Those in the digital and E generation have determined that the key to competitiveness does not lie in the quantity of knowledge, but in knowing how to study and how to apply the data to create knowledge. In order to meet this challenge, new thinking must be incorporated to enhance the efficiency of study. E-learning plays two major roles in university libraries, on the one hand it still supports research and teaching; on the other hand can it can offer students on-line learning through Internet technology, and promote the potentiality of information literacy by e-learning.he purpose of this study is to discuss the present situation of the many university libraries participating in e-learning and the logistics behind how e-learning operates within these universities. Discussion will include how university libraries offer support to facilitate student thesis, overall management, how funds are being used, and the human resources involved. The difficulties encountered by universities and how they envision the future of e-learning will also be discussed. A comprehensive literature review and investigation will be used to support concrete suggestions on several plans how libraries can go about constructing a more efficient information society for their library and students.he research results of this thesis show that: (1) The university library of our country is developing e-learning contents such as teaching materials and relying mainly on developing construction by oneself. (2) In domestic universities, the library is not used as the main direct position to implement e-learning service. (3) The main department of university libraries promotes e-learning service as a reference department, and the main services offered by our country university libraries are: teaching database, library educational guidance and library guide. (4) The man-power used in our country’s university libraries is still seen as a part-time job, the existing manpower is not enough to carry out and execute all the responsibility. (5) E-learning courses offered through domestic university library still rely mainly on static shelf and does not have a good system of keeping up to date with interdynamic type trends. (6) The librarians that offer support for e-learning services often lack background knowledge. (7) The university libraries are providing e-learning services general lack of relevant evaluation at present. (8) Domestic university libraries at present time do indeed meet the demands of e-learning and provide the relevant instructions for teaching and studying. ccording to the research results we offer seven suggestions to improve the e-leaning system in university libraries: (1) Strengthen e-learning studies within domestic libraries by emulating systems of foreign university libraries. (2) Enforce adequate manpower in libraries and further promote e-learning in universities. (3) Domestic university libraries should co-operate with other organizations in their university to build a stronger relationship with professors and in turn help establish relevant common guidelines on how to educate and train students. (4) Strengthen the partnership and alliance between university libraries within our country in order to make e-learning resources more suitable for teachers and students. Have a better understanding of the demands in order to make the system more user-friendly and efficient. (5) To improve the quality of e-learning services implement evaluations. (6) Libraries should set up long-term goals as well as yearly relevant service revamping for e-learning. Funds and manpower support used to run e-learning should also be evaluated on a yearly basis. (7) Regular refresher education courses should be offered by the Library and Information Science Program to enhance the importance of this service.
