Abstract
Taiwan is becoming an ageing society rapidly. The government announced a ten-year long term care program in 2007 to deal with the resulting social welfare issue. This study focuses on the best utilized category of the program, home care program. Cross national experiences, including Japan, Sweden, Germany and US, are analyzed. Stakeholder perception of the implementation of home care program is surveyed.
The study finds the following weaknesses of the policy implementation:
1.Lack of human resources.
2.Lack of publicity.
3.Short supply of professional personnel.
4.Multiplicity of policy providers.
Improvement of the policy implementation is suggested:
1.Establishment of a unified window of service providers.
2.Adequate public relations mechanism.
3.Regular adjustment of human resources.
4.Encouraging investment of related industry.
5.Establishment of professional manpower.
6.Establishment of foreign home care worker system.
