Abstract
當全球面臨氣候變遷之際,極端降雨引發洪害頻傳,洪害的調適策略已成為重要的永續議題。設置滯洪設施能有效降低瞬間暴雨所造成洪患的危害,並且也能作為如:生態保育、備用水源、基地保水、休憩和微氣候調節等之功能。然而,設置的過程牽涉諸多利害關係者,其彼此間亦存在相互依存的關係,而利害關係者的參與更會直接或間接地左右設置的評估與決策。對此,藉由其決策實驗室分析法(DEMATEL)釐清利害關係者間之相互影響,以及分析網路程序法(ANP)來有效處理內部相依特性,本研究援引整合DANP(DEMATEL-based ANP)法進行現況整體決策參與模式之評價。本研究將不同部門與不同利害關係者之複雜質性影響有效地轉換為客觀的量化數值,以權重明確地呈現出各利害關係者的影響程度,對現行決策參與模式與其利害關係者進行對應評比,以供未來滯洪設施設置決策參與模式與評估之參考。
Since observed extreme precipitations often trigger flood disasters while facing global climate change, the strategy to adapt flood disasters has become an important issue for sustainability. Building flood detention facilities can effectively reduce the endangering of flood disasters generated by sudden heavy precipitations as well as provide functions such as ecological preservation, water reservoir, soil-water retention, recreation, and microclimate modification. However, the building processes involve multi stakeholders who are interdependently related to each others. The participation of stakeholders will directly or indirectly affect the assessment and decision of building the facilities. Thus, by utilizing decision making trial and evaluation laboratory, DEMATEL, associated with analytic network process, ANP, to effectively cope with feature of inner dependence, this research introduces an integrated DEMATEL-based ANP method which aims to clarifies the interactions among stakeholders for assessing the current conditions of overall decision participation model. This research tries to effectively transfer the complex qualitative influence among different sectors and stakeholders into objective quantitative values by weighting and presenting the degree of influence. The results elaborate a corresponding assessment between current decision participation model and stakeholders in order to provide the reference of the model and assessment for building flood retention facilities in the future.
