Abstract
Many countries around the world currently make their efforts in promoting the use of bicycle because of the global warming. If we want to promote the use of bicycle, we can’t take bicycles only as a leisure activity but let bicycles become one of the means for transport and establish urban bicycle network. Building bicycle lanes in urban region should also consider the space for other road users; otherwise the plan may cause people’s opposition. For this reason, this research combines bicycle risk, road level of service, and sidewalk level of service to establish a bikeway planning and type decision support system which can be provided for planner.
This research first establish bicycle conflict risk index to evaluate the safety when bicyclists are riding on the sidewalks or outside lanes sharing road space with other road user. In the model, using the times of passing and meeting as exposure index represents the time which bicyclist in the dangerous environment, and using the kinetic energy of vehicle impact as severity index represents the severity of accidents. The product of two indexes is bicycle conflict risk index. Then, this research use fuzzy theory to determine the level of risk on sidewalks and outside lanes. The risk level can be sort to five grades, from A to E, which also means the safety from the highest to the lowest.
The study then establishes the decision support system by combining the risk level, road section level of service, and sidewalk level of service. The system can analyze the road status and planning data to provide user a recommended bikeway type design. This research takes Heping East road as system application. The result shows that the appropriated bikeway type for the road section is bicycle lane with physical separation built on the sidewalk. Finally, this research analyses the condition and problems of Dunhua bicycle lane and finds the suitable condition and restriction of the systems.
