Abstract
Transportation systems have been considered as one of the main capital investment in urban infrastructure. Normally, various users ignore the equity issues of various modes that shall ideally be based on a fair and reasonable financial mechanism. It therefore causes the result that private motorized modes do not afford what they have to afford for the infrastructure investment, including the construction, operation, and maintenance of transportation system. In accordance with the principles of social equity and financial sustainability, users have to bear their full costs. However, the government has not fully considered the infrastructure costs when making policy decision in the past, and the infrastructure investment always takes highway transportation as the priority one. It has caused comparatively higher usage of private motorized modes than that of public transit in most of urban areas in Taiwan. This research aims to develop a framework to quantify infrastructure costs allocated to various trips in urban area. Taipei Metropolitan is used as an example to analyze the infrastructure costs for each mode. It is found that the infrastructure cost of bus trips is lowest one compared with other modes. In addition, this research applied the model to compare investment policies of transit-oriented development based on mass rapid transit (MRT) and bus rapid transit (BRT), respectively. It is shown that a significant benefit will be obtained when the MRT network is replaced by BRT network. It is mainly because BRT system has the features of lower infrastructure cost and comparatively fast construction time. It is also shown that the quantitative model of infrastructure cost developed in this research can help of analyzing the infrastructure cost of each mode and assessing transportation policy with a comparatively fair and reasonable basis.
