Abstract
Taipei bus transit system has provided a good public transportation service in the past decades. Because of the changing of the social and environment, the bus transit system in Taipei metropolis has faced the difficulty of financial condition for several years. It could be suffered in the vicious cycle which includes the decreasing of customers, low service standard and inefficiency of overall system. Although the bus transit system accepted the subsidy from the government, but the financial condition of government let subsidy dramatically decreased. It makes the revenue and expenditure of bus companies imbalanced. This study aims to explore strategies of financial sustainability based on two objectives, i.e. full trip cost and social welfare. The full trip cost can reflect the fairness of user paid what they should pay. While social welfare can reveal the change of utility in the transportation system. Main policies proposed in this study include: Basic Tax Policy, Raise the Usage of Bus System, Improve the Service Quality of Bus System Policy and Limit the Parking Space Policy. It was found that restrained the using of private transport can actually decrease the full trip cost and increase the social welfare. It is also shown that, if we need to levy the fare from private transport, 75% of amount fare for car and 25% of amount for motorcycle will be an appropriate ratio. Besides, decrease 100% fare of tickets and decrease the walking and waiting time for bus users is also an appropriate policy. Limit the using of private transport can actually decrease the full trip cost and increase the social welfare. The overall transportation system will obtain more benefit if “pull” and “push” policies can be implemented simultaneously.
