Abstract
The development of China-EU relations thrive a lot due to the end of the Cold-War era and the significant achievements of EU’s economic and political integration. Both China and the EU have a lot of common interests, such as the distant geographical feature, common understanding on the future international system toward multi-polar system, common strategic understanding on curbing the USA’s hegemonic behavior, and most important of all, the economic interests between each other.
In 2003, China issued its first-ever EU policy paper called “China's EU Policy Paper” written by the Chinese government. The paper highlights the objectives of China's policy towards the EU, and outlines the areas and plans of cooperation in the next five years. The production of the paper means not only the China-EU relation is enhancing but the Chinese decision makers begin to realize the importance of the engagement with the international affairs since Chinese leader Hu Jintao took power in 2003.
The paper mainly examines about the objectives and the implementation of China’s EU policy during the post Cold-War era. In doing so, the paper will use the theory –Neo Realism to interpret the effects and the limitations of China’s EU policy.
