Abstract
The project of high speed rail (HSR)
infrastructure in Taiwan will be implemented
under the Build-Operate-Transfer (BOT)
approach. The public and private sectors
have conducted more than ten ridership
forecast projects, however the results are
dispersive. This study assesses all HSR
ridership forecast projects in terms of the
rationality on assumption, methodology, and
forecast results, of every project.
Additionally, this study develops a rational
HSR ridership forecast model, which
considers the needs of authority, operator,
and research institute. Induced demand
estimation models are also assessed and
suggested for Taiwan HSR system.
