Abstract
Taiwan just experienced the serious earthquake damages on September 21, 1999 and it caused the most serious disaster in the past sixty years. Among the most damaged affected areas the Puli in Nantou County had experienced 203 deaths, 6,300 collapsed houses and a lot of landslide areas. Typhoon Bills caused some debris flows in the hazard¡Xproned areas on August 22, 2000. This study is an attempt to engage in analyzing environmental hazard and adaptation behavior by spatial analysis and environmental perception approaches. The result shows that some residents feel uneasy about the debris flow and landside hazard. Due to economic and hereditary factors they prefer to stay at the original places instead of moving. However, they make some emergence organizations across the social network and would like to have more public works of hazard mitigation by government.
