Abstract
宋太祖善御將，其任重，其用專。宋太宗御將則反是，將權不專，而監軍權重。委任監軍太過，以侵主將之權，乃太宗兵威不振之原因。宋太宗與太祖同起兵間，歷經艱難，明於治道。宋代文治，雖云肇自太祖，而實成於太宗。由於太宗求治心切，為政頗流於獨斷，宰相備位已。宋代制度定於太宗一朝，治術大要有三：一、興文教。二、重吏治而恤刑獄。三、崇釋老。
