Among the major drivers for an enterprise to utilize information technology are upgrading the capability of enterprise resources integration, competitiveness and lowering the cost of international logistics. This thesis studies the following three aspects:
1. Given the variety in the external environment and differences in competition that may be encountered, does the development of the strategic information system planning differs greatly during the enterprise’s growing path.
2. As an enterprise grows and takes on board timely information technology, is there of necessity a proper implementation management system.
3. In addition, how does the quality of the management system affect the implementation management system?
After reviewing case studies and theoretical papers, the writer reaches the following conclusions:
l Planning the strategy for utilizing information technology is influenced by four major factors: social environment, the enterprise’s strategic goals, organization resources and internal terms.
l System Implementation Management should be properly installed at different utilizing information technology strategy stages.
l Quality management is essential to the System Implementation Management.
l Software companies can develop and market their products and services according to the requirements on system function and quality from the enterprises.
After reviewing the information system implementations in Delta Electronics Incorporated, the writer identifies the following related successful key factors:
l The founder’s decisive patronage power to adjust the organizational culture direction for new changes.
l Systemized quality management (which is key to successful and effective cost control).
l The domain knowledge and experience of implementation consultants.
l The information systems on e-commerce for industrial value chain which includes the integration of the operation processes among trading partners.
The following key factors for failures are also identified:
l The commitment from the organization was not significant enough.
l Big differences of order fulfillment processes among business units.
l Poor estimation of the capability of the implementation consultants both on the system tool and domain operation knowledge.
l Failure to include the trading partners’ willingness and IT capability.
