Abstract
The objectives of this research project are aimed to study the hydrological characteristics and set up adequate rainfall-runoff models of suburban watersheds in Taipei for the application of flood-damage mitigation in the project area. Due to high intensity of rainfall, meandering river course of Tamshui River and rugged topography of watershed, severe flood and inundation damages caused by storm or typhoon hitting occur in Taipei area every year.
In the past, rational formula, regional flood formulas, frequency-analysis methods and dimensionless unit hydrograph were commonly applied for the estimation of peak discharge in hillslope areas. However, because of significant errors involved in the empirical approach, some appropriate methods of flood estimation need to be considered for further modification.
This study, a three-year research project, is accordingly proposed to execute the detailed and zoned analyses for the deterministic rainfall-runoff process and set up adequately hydrological models to simulate the flood behavior for the hydrological planning of surrounding areas in Taipei city and county.
Firstly, rainfall and flood records and the related data observed by different water- conservancy organizations are proposed to collect. Frequency analysis of rainfall in Taipei area are accomplished, rainfall intensity-duration-frequency curves are drawn, and the appropriate rainfall patterns for different durations and frequencies can be formed. Nextly, ARC/INFO analysis of Geographic Information System are applied for analysis the geomorphologic characteristics of river network and watershed topography of Tamshui River Basin. Suitable cell structures of every tributary can thus be organized. Finally, semi-spatial distributed with parallel typed reservoirs conceptual model is theoretically derived and compared, model parameters are reasonably optimized, and the resulting flood hydrographs can be simulated for different design rainfall patterns and return periods. Some suggestions are submitted for hydrological planning of new community development. The analytical methods proposed in this study can be applied for flood mitigation of suburban watersheds in Taipei.
