Abstract
Basing on the complexity and diversity of modern society, non-governmental organizations play more aggressive role in local development and community involvement with the decay of governmental authority, its limitation of resource and its failure to cater the needs of community. For solving the increasing issue of publics, there are two major steps. First, the main aim is about how to gather enough resource through the integration of community and active engagement of residents. Second, there is still a significant agenda about negotiation among cross-sectional actors, including public department, private department, the third department as well as citizen, to improve the development of public affairs.
After dealing with these two primary issues, there is a thing needed to be declared here that the main purpose of this dissertation is analyzing the cross-sectoral partnership of community to broaden the frontier of community governance. Differing from traditional research focusing on small village community, this dissertation concentrates on the governance structure of urban community, and the interaction of governance of different participants. Taking community governance as the main rhyme of discussion, this dissertation tries to observe and inspect the true dynamics of Beitou Community’s developmental context. For deeper understanding of involvement in community and interaction between participants, the social welfare and medical care system of Beitou is chosen to be the object of this study. By the observation of public affairs and applied strategies of Beitou, the case does provide plenty of materials for community governance analyses.
