Abstract
There’s a Transwatershed Diversion of Tsengwen Reservoir at Kaohsiung, and the budget of this work was over 10 billion (TD). Since 10 years ago, the work was being planned, it is difficult to obtain the trust of the inhabitants. They oppose the Transwatershed Diversion of Tsengwen Reservoir, and the work actually has destroyed by Typhoon Morakot, couldn’t continue in many years since channel has changed, and the deposition in typhoon has raised the riverbed, 14 workers also died for the landslides and floods in Typhoon Morakot. This report is about the controversy of science, technology and society, interviewed local people, environmental group and stakeholder, trying to find out the reason of the controversy, and bring up the suggestion.
