Abstract
At first, in the chapter 1 it is marked that Chiba prefecture in Japan and Taipei county in Taiwan have taken an important role as a function of suburb along with national development. National development is always accompanied with internationalization for decades therefore it is inevitable to face the problem “melting pot” in each country.
With these development, foreign laborers not only began to settle in sunburn area, however they have faced to obstacles of integration or communication in the areas where they settled. Local residents tend to neglect to welcome foreign people live as their neighborhood.
In chapter 2, two areas are compared not merely geographically but mentioned stastically.In addition, in chapter 3, it is noted that each areas’ government undertakes and researches these issues. While Chiba prefecture executes questionnaires to foreign residents, Taipei county compiles statistics of foreign labors and established labor affairs bureau.
Though their own policies are not really active compared to France, which is able to be called as a model of developed country of foreign laborers. Both of areas are not aware of the crisis of the real fact of “melting pot”. France has coped with issues of violence and riots in French suburban areas as mentioned to chapter 4.
To conclude, it is possible that Chiba prefecture and Taipei county also have a patentability to see these complications, which will be caused by foreign laborers or their next generations in spite of their unawareness of the foreign residents'' increse.In the end, in chapter 5 considering the relationship of “dependant and dependable “, there have specific suburban development in future.
