Information outsourcing has been implemented for a period time, but both supply side and demand side are so satisfied neither the control of software development progress nor the software quality or cost in the project management. Actually, effective improvement on the software development is closely relation with satisfaction of the government towards information outsourcing. For above reason, our government refers to the software Capability Maturity Model Integration (CMMI) which is proposed by the Software Engineering Institute (SEI) at Carnegie Mellon University and also has been executed “expanded CMMI” plan since 2004 winter, it’s expected to provide subsidies to related suppliers until 2008, to promote overall service level of software suppliers.
In order to reduce uncertainly of risk for government sections outsourcing and to full capture software development progress, software quality and cost. Therefore, this paper proposes a decision model based on GIO Key Success Factor (KSF) for government sections to implement the CMMI. Our model can provide practical guidance for government sections to choose appropriate process areas to efficiently initiate the activities of software process improvement and to reduce the outsourcing cost. This research uses mailing questionnaire to collect and analyze those opinions from the CMMI experts and practitioners and uses the Analytic Hierarchy Process (AHP) method as the analysis tool. According to our analysis, we provide a decision model based on the KSF for government sections to implement the CMMI model, and also our model reveals the project planning and the project monitoring and control should be implement concurrently. Finally, our results also provide government sections and software firms as an important reference to implement the mechanism of software process improvement.
