Abstract
As universities mushroom in Taiwan, the resources for each school however, are diluted and cut down. The budget for higher education is cut down annually, while the expense for school management augments. Under such a condition, universities have to take the responsibility to raise funds instead of being dependent on the subsidy from Ministry of Education. Consequently, in order to raise the income, universities are authorized to raise funds, struggle to utilize the university assets to make the optimal benefits for the universities and society. Given the current situation concerning the finance of universities in Taiwan mentioned above, how to draw public participation for the optimal use of assets is a major segment of school management.
This research investigates the outsourcing cases in National Taiwan University. We compare and analyze the operating modes, including OT and the outsourcing of public sector. Furthermore, this research investigates the opinions of the students by using questionnaire. The results can be viewed as the re-examination of the current status of the outsourcing at National Taiwan University and the basis for improvement, and as the outsourcing reference for other universities.
