Abstract
Agriculture as fundamental source of food and clothing of the people belonging in the country for obtaining the first level of industrial natural resources from nature. Thus, the dependence of the land of agriculture is much larger than the other second, third level of industries of the business and services. If the agricultural transformats to the business services, the nature of land which is originaly suitable for agricultural has been changed forever, and can’t recover again. The importance of land for agriculture is clear. In recent years, many controversial land events are all around the agricultural land. Because land location will repel each other, especially agricultural land with the lower market prices becomes the first choice of land in other industries and public Construction. In such a situation, how to ensure that our agricultural land can reasonably plan and ensure that ""Agriculture connects the agricultural land "" agriculture is not due to changes of the location of land to be destruct. It is the issue. we should always face. Otherwise, Germany face the problem of agricultural land, due to its great land planning and control system, still retains the rural landscape scenery. It’s worthy of our studying. The relevant system introduced to our country can improve our land planning and review control system, so that our land-use planning and control to reach more reasonable.
