Abstract
實務上某些特殊場域,若欲以傳統機具或裝置如:施工架、高空工作車等將人員送至定點工作,確實有其困難之處,為因應業者之特殊需求並於後續有效納入管理,勞動部職業安全衛生署遂於2009年訂定「起重機吊掛搭乘設備搭載或吊升人員作業注意事項」,然過去10多年間,移動式起重機搭乘設備的相關職災案例時有所聞,部分為未依安全守則操作,部分則為設備結構件強度不足等。為檢討並落實目前起重機吊掛搭乘設備現行之技師簽認機制,本研究完成美國、歐盟及新加坡在搭乘設備方面之規範及管理現況探討,解析各國在起重機加裝人員搭乘設備之法令規定、結構安全、施工品質、檢查及技師責任要求等現況,並透過專家座談討論,提出國外值得借鏡之法規要求及管理機制之建議,以減少類似職災事故。
In practice, in some special field, if you want to use traditional machines or devices such as construction racks, aerial work vehicles, etc. It is difficult to send people to designated work locations. In order to meet the special needs of the industry and Subsequently, it was effectively brought under management, and the Occupational Safety and Health Administration of the Ministry of Labor formulated the "Precautions for the Operation of Carrying or Lifting Personnel on Crane Suspended work platform" in 2009. However, in the past more than ten years, cases of occupational accidents related to mobile crane suspend work platform have been heard from time to time. Some are due to failure to operate in accordance with safety regulations, and some are due to insufficient strength of equipment structural parts. In order to review and implement the current technician signature mechanism for crane hoisting and lifting of persons in work platform, this study completed a discussion of the current regulations and management of lifting equipment in the United States, the European Union and Singapore, and analyzed the laws and regulations in each country for installing personnel work platform on cranes. The current situation of structural safety, construction quality, inspection and technician responsibility requirements, etc., and through expert discussions, suggestions for foreign regulatory requirements and management mechanisms that are worthy of reference are put forward to reduce similar occupational accidents.
