Abstract
Research on health care quality is a major focused issue for medical professions and
academic field. Largely depending on the purpose of the measurement, the criteria of health
care quality are difficult to establish, and quality is also very difficult to measure. There are
two stages in this study: first, through indepth interview with experts and focused group
technique, the authors are able to evaluate the credibility of quality indicators drawn from the
literatures; second, to develop a questionnaire for health care service quality and perform a
pilot test of the questionnaire. The authors also propose a framework for the study of health
care quality, that is, the health care quality triangle, which includes health care resources and
facilities quality, public health and clinical quality, and health service quality. Based on the
review of the literature and focused group interview of the experts, four dimensions with 21
indicators are identified for health care resources and facilities, four dimensions with 19
indicators for the public health and clinical quality, and six dimensions are identified through
factor analysis base on JCAHO and SERVQUAL for the health service quality. Finally, the
authors suggest medical ethics must be included as the core of the health care quality triangle
so as to construct a comprehensive model for evaluating health care quality.
