Abstract
This paper examines the relationships between policy itself and policy implementability. The foci to address this research problem are:
1.To anatomize how procedural and substantive rationality of policy impact on policy implementability;
2.To analyze the associations between policy reliability and validity and policy implementability;
3.To Study the role played by policy problem in the process of policy implementation;
4.To find out the ricochet effects of resource scarcity on policy implementability.
The approach to achieve these examinations is to build up a theoretical framework and use it as a base for detailed analyses. This is the approach so-called theory-driven to policy implementation. The strategies to increase policy implementability from the appropriate design of policy itself are also addressed in this paper. Public spirit, an important energy for policy health, is particularly emphasized.
