Abstract
This thesis is located in the overlap between cultural policy research and festival study, trying historically to analyze the new government-organized festive events in Taipei during the governance of Mayor Chen Shui-Bian (陳水扁, 1994-1998) and Mayor Ma Ying-Jiou (馬英九, 1998-2006). I propose that the festival as a cultural frame summoning people into a specific time and space, creating the possibility of structural change through symbol operating.urthermore, festival, as a direct cultural impact on citizens, must be a key point on cultural policy study. In comparison to most of the cultural policy studies focusing on the local festivals which often be thought of cultural industry, the festivals related to the structural change in the centre(the urban) was different from those in the periphery( the rural).ased on the above discussion, this thesis involves three issues. First, what are the content of these cultural frames? Second, why did the different cultural frames emerge? Third, what structural changes did these festivals reflect and respond to?
