From Industry Zone to National Park The difficulty to govern of Taiwan city: the case of Tainan city

Abstract
Under the restructure of global capitalism, the position of Tiawan Industry of international division of labor was changed in recent years. Taiwan is toward a post-industry society. Facing the decline of city economic and the competition between the cities in global capitalism, the city governments in Taiwan get more and more pressure to have efficient city policy, to make sure the economic of city grow. Hence Tainan city government proposes a city redeveloping policy with a ’culture and ecological heritage conservation approach’. Tainan city government constructs city landscape to creative city image for city marketing, and products consumption space and good quality of life for tourism to make the declining area regenerate.
Because of centralism Taiwan government, the city governments get limited budget and institutional implements to have capability to govern. For this reason, Tainan city government strives for establishing Tai-Jaing National Park in Tainan city, in purpose to gets enough resources from central government to redevelop the economic of Da-Si-Cao area. However, the administration of Tai-Jaing National Park might take away the leadership of city develop policy in the area of Tai-Jaing National Park, and that won’t make Tainan city government get more capability to govern.
