Much Rice About Nothing:A Discussion of the Tourism Development in Jingliau Village Motivated by ”WuMiLe”

Abstract
“Let It Be,” as a documentary featuring the agricultural history and real life in Jingliao village in Houbi Township in Tainan county, have led to thriving tourism, community reconstruction, as well as controversy over the development. Since Kunbin-bo, one of the protagonists, won the championship of the rice competition granted from the Council of Agriculture, tourists have been crowding into Jingliao village. Symbols such as “WuMiLe” and “Kunbin bo” have reconstructed Jingliao village, bringing it again to the tourist stage.” Supported by “Rural Community Revitalization Bill” and community work teams, WuMiLe community was formed as new village organization. However, members in the three administrative villages of WuMiLe community, which was in fact constituted as a result of imaginary benefits, never reach an agreement, not to mention the fulfillment of expectations from the public.
In this article, the tourism development of Jingliao village is classified into four stages, along with two governing concepts. The first two stages are governed by the concept of “symbolization,” which marks the beginning of tourism development of Jingliao in 2005 and the following stage in 2006. The governing concept of the third and fourth stages is “tourization,” which has been propelling the thriving tourism since 2007. It is argued that, despite the support of policies like Rural Community Revitalization Bill, the successful experience of tourism development in the case of WuMiLe community is truly a historical contingence, rather than simply a result of meticulous planning.
