Abstract
“Social exclusion” is a hot issue in social policy. Researches focus on the impact of “social exclusion” in institutional failure recently. Social exclusion has expanded into home care service to highlight the disadvantages experienced by service users, and focused on how to achieve "social inclusion". On the other hand, the demands for long-term care will undergo rapid growth in Taiwan. Currently the government is already engaged in planning the “long-term care insurance system” to respond the demand of caring service. However, the past researches can not provide a comprehensive perspective to understand the ways in which policies and practices create and sustain difficulties for people receiving care.
This research is a pilot qualitative study to describe the impact of “social exclusion” in home care service. The results revealed different types of social exclusion in Taiwan’s home care service, “self exclusion” especially. This research suggests initiate inclusive policy-making and service delivery, and empower service users not only minimal maintenance at home but also their full participation in social and community life to achieve “successful aging”.
