Abstract
In Taiwan, the village system was the basis of administrative divisions and the foundation of the local autonomy. However, the village system has lost the intermediary functions over the past few decades. From the perspective of the management approach, finding an administrative theory to solve the functional problems has become an urgent need. Therefore, the purpose of this study was to investigate an administrative theory and examine the functional problems of Taiwan’s current village system. Another aim was to suggest practical solutions to the problems. This study applied qualitative method, and was based The New Public Service theory in particular. The seven core principles of the theory were also the framework of the study, which included: Serve citizens, not customers; Seek the public interest; Value citizenship and public service above entrepreneurship; Think strategically, act democratically; Recognize that accountability isn’t simple; Serve, rather than steer; and Value people, not just productivity. . In summary, this study discovered the problems of Taiwan’s current village system from the seven core principles of The New Public Service, and gave four practical suggestions including: Adjust the authority-responsibility relationships; Enhance the ethical values of street-level administrators; Make policy decisions with the engagement of civic groups; Modulate the village system more flexibly.
