Abstract
The smart card technology, whose invention can be traced back to the 1970’s, has matured. Recently, governments and international card issuance associations became devoted to smart card application promotion, which resulted in the coming of the smart card era. However, during the smart card technology application process, numerous success factors were involved. This study builds an evaluation model for the effectiveness of smart card technology application. Using the evaluation model, the bottlenecks of the smart card technology application can be identified. The identified bottlenecks can be classified into three categories: business model bottlenecks, operation structure bottlenecks and implementation bottlenecks. In addition, the solutions to the bottlenecks are proposed respectively. It is hoped that this research will help increase the effectiveness of smart card technology application.
