Abstract
The importance of returning occupational injury workers to work and
estimating their residual work ability after injury has been increasing because
there are about 5000 workers b ecome disabled each year due to occupational
injury and it costs workers’ compensation of 2,000,000,000 dollars each year,
and the amount of workers’ compensation increases year by year.
Traditionally, the compensation system of work injury is determined by the
impairment rating of the anatomic dysfunction. However, impairment rating is a
medical concept, but work disability is a vocational concept and influences by
non-medical factors. According to this system, impairment refers to an
alternation of health status assessed by medical means. And, disability is
defined as an alternation of the patient’s capacity to meet the personal, social, or
occupational demands or to meet regulatory requirements. It is important to
recognize that impairment rating is unabel to determine the work disability of
worker after injury. If we want to cut down the cost of worke’r scompensation
and to accurately to measure one’s residual work ability, it is urged to have a
reliable and predictive work disability evaluation system.
This study will use persons with spinal cord injury and persons with hand
injury as example to construct a work disability evaluation system to assist
medical personnel to evaluate one person’s work ability. This study will achieve
the following objectives: to explore the relationships between impairment and
work disability; to explore the factors affecting return to work of persons with
spinal cord injury and hand injury; to establish the guidelines and process of
work disability evaluation of spinal cord injury and hand injury; and to establish
the reliability and discriminant and predictive validity.
