Abstract
To bring our outlying island’s tourism and promote the economic development, create the investment and employment, and help the local residents and our country increase tax revenues, on January 12th, 2009, the Legislative Yuan passed the amendment of Outlying Islands Development Act, making the outlying island establish the lawful casino. Herein, because our country did not have the experience of developing the casino, we observed and learned the foreign development experience to make us refer to in the future plan of the gambling industry policy.
This thesis aims to study Nevada, New Jersey, Macau, and Singapore. We take the macro angles, involve the casino development backgrounds, the operating missions, the monitoring institution designs, license governing and the operating controls of Nevada, New Jersey, Macau, and Singapore, analyze the literature, observe in terms of the comparative methodology, and attempt to deeply research and analyze the casino development. On this ground, in the context of our country, we go on with our monitoring institution designs and the estimation of the license regulation and the operating regulation and integrate different perspectives to give us reference for in the future monitoring policy.
Overall, in terms of the casino regulation policy of the four areas and the first description of our casino construction mode, our thesis concludes that the missions of opening the casinos are quite related to their regulation policy. There are the unification and the dual system in the monitoring institutes. Besides, we do not know whether their decision and operating institutes are different and consider whether they are independent. In the license regulation, we depict the basic concepts and elements of the casino license and propose the overview of the areas’ casino licenses and personnel regulation. In the operating regulation, this thesis concludes the four areas’ casinos’ open hours, the age limit, the maximum numbers of customers, entry fees, the advertisement limits, the problem gambling education, the credits, ATM establishments, and the limitation of chipping in.
On the above research basis, this thesis goes on with the estimation of our casino regulation policy. Ours are similar to New Jersey’s and Singapore’s. Before we
formally and lawfully open up the gambling, our environment does not cause any obstruction of the policies, so we can draw up the complete law and related regulations. In our long gambling policy plan and the special considerations of the outlying island’s casino’s establishments and gambling, this thesis concludes concrete policy suggestions of the monitoring institute designs, license regulation, and operating regulation, according to our environment.
