Abstract
Prior information systems research supports the practice of involving users in the development of an information system. Project management literature promotes the importance of activities to secure user collaboration prior to the commencement of any project tasks. However, most empirical studies consider user involvement throughout the developmental stages of the system and not in stages prior to the commencement of the project proper. To determine the effectiveness of these pre-project activities, this research combines them with models from the information system and software engineering literature into a common model of risks, mitigating strategies, and project performance. An industry sample of project personnel supports that pre-project partnering is effective at reducing user-related risks and that effective project managers can reduce performance residual risks, leading to improved project performance characteristics. © 2002 Elsevier Science Ltd and IPMA.
