Abstract
In recent years, the BOT (Build – Operate – Transfer) model has become a trend of infrastructure development in order to achieve the purposes of easing Government’s financial burdens and encouraging private investors to participate in public works. The BOT projects are highly uncertain due to large scale, complicated contents and lack of experience on concepts and implementation. Especially in Operation and Transfer phases, both Government and concessionaire (contractor) are entirely unfamiliar with those processes of Operation and Transfer. Hence, how the Government supervises and manages BOT projects reasonably and effectively, so as to ensure that BOT projects can all accord with the anticipated goal in execution achievement of whole life cycle, this will be a subject that needs to be studied at present.
Definition of IV&V (Independent Verification and Validation): "A series of technical and management activities performed by someone other than the developer of a system with the objectives of improving the quality system and assuming that the delivered product satisfies the user’s operational needs". As well as BOT model, IV&V (Independent Verification and Validation) system has been drawn attention to gradually, and widely applied to a lot of fields for safety and quality ensuring in recent years. Such as research and development of the software, aerospace industry, military industry, shipbuilding industry, offshore oilfield drilling, nuclear power plant, environmental industry and track system engineering, etc..
This research takes an analysis on the related factors of both BOT and IV&V, and then build a model for applying IV&V system to the operation phase of BOT projects, so as to put forward a proposal to Government’s supervision and management for the operation phase of BOT projects.
