Civil Servants and Criminal Law：The Case of Forged Research Expenses Records

This research firstly collects and analyzes the literature and discusses the definition of ""civil servants"" under the present criminal law. Then, this research aims at the related judgments and submits our concerns and criticism based on the application and interpretation of the law, for purpose of maintaining the stability of law and legal certainty. And finally, this research finds different verification styles should be distinguished and be treated separately.
