Abstract
© the author, 2015. Introduction. Through cross-boundary information sharing, government agencies are expected to act more efficiently and effectively to provide public services. Specifically, this research explores how government agencies perceive the effectiveness of cross-boundary information sharing in the public sector. Method. This exploratory research was conducted by using a case study methodology through semi-structured interviews. A national e-government case study in Taiwan was selected, and a total of twenty-three government officials were interviewed. Analysis. The data analysis process followed an inductive approach by using techniques of open coding, axial coding and selective coding to analyse qualitative data. Results. Four constructs, including information quality, system quality, service quality and public system service, are employed by government agencies to perceive the effectiveness of cross-boundary information sharing. Each of the four constructs is further represented by specific measures identified in the study. Conclusions. A conceptual framework is presented. Information quality, system quality, and service quality are the fundamental constructs to sustain public system service. Information quality is considered the most important construct and is closely related to system quality and service quality. In different circumstances, agencies may maintain different priorities in utilising the identified measures of the four constructs for the purpose of evaluation.
