Abstract
本文主要以中國30個省級行政區爲研究對象，構建2020年、2025年及2030年三個排放交易模擬情境，利用方向產出距離函數估計各省市在平等原則、歷史溯往、償付能力及污染者付費四種公平初始分配模式下的邊際減量成本，並分析比較不同模擬情境下參與CO2排放交易機制的成本減量效果。根據實證解決發現，無論在何種公平分配模式下，相較於各省市自行減量之成本，碳排放權交易機制均能發揮成本有效性；推行排放交易機制後，污染者付費模式可以最大化全國整體經濟利益，但不利於縮小省市間貧富差距，歷史溯往原則比較適宜中國當前之國情。
