Abstract
The U.S. Dual-use export control is one of the important means for U.S. national Security. Dual-use export control made the Soviet bloc hard to obtain advanced manufacture and technology from the U.S.A. and Western Europe countries during the Cold War era. However, the policy is trapped in the paradox of national security and economic interest in the Post-Cold War era. Although national security is still an important reason for dual-use export control, yet the influence of economic interests grows continuously. The U.S. dual-use export control towards P.R.C. also affects the competition of the U.S. enterprises in Mainland China. In order to maintain the competitive advantage in Mainland China, the U.S. TNCs try to affect the U.S. dual-use export control policy towards P.R.C.he literature analysis and deviant case study are the methods to this thesis. The first two chapters are the study framework and literature review to understand the current research results and its lack of. The Chapter 3 discusses U.S.A.’s history of dual-use export controls towards P.R.C. and the United States dual-use export control process. The Chapter 4 discusses the impact of U.S. TNCs in Mainland China. The U.S. TNCs are trying to influence the United States dual-use export control policy because the China market has been one of an important source of economic interests for U.S. TNCs. Case studies are in the Chapter 5. The first case is the latest U.S.A. dual-use export control policy towards P.R.C. named Validated End-Users. The second case is the Loongson project. The final chapter is the conclusion. It can be found that as the Sino-American trade relation growing, the economic interests is an import factor in U.S.A. dual-use export control policy-making towards P.R.C. and the U.S. TNCs obtain the influence in U.S. dual-use export control towards P.R.C. policy-making.
