Abstract
The study purpose of this thesis is to research the structure of the protocol of Indigenous Self-Government Act and its main content,concretely analize five versions of the draft of the Indigenous Autonomy Act,plan the autonomous region of indigenous peoples and related autonomous affairs.Three study issues of this thesis are as follows:1.What are the main enactments in the process of legalizing indigenous autonomy.2.Compare and analize the advantages and shortcomings of five versions of the draft of the Indigenous Autonomy Act.3.How to plan the autonomous blueprint of indigenous peoples?What are the concrete rights of the aboriginal autonomous government?What are the related autonomous affairs?This thesis adopts historical study approach and institutional study approach as the study approach.As for the research method of this thesis,I choose the documental analysis and comparative analysis.The major study findings of this thisis are as follows:.The main study findings in the related government organizations:lthough The Council of Indigenous Peoples spares no effort to promote the autonomy of indigenous peoples,it can’t get reciprocal help while discussing policies and it also reveals the predicaments of the organization of The Council of Indigenous Peoples.Secondly, the draft of the Indigenous Autonomy Act of The Exective Yuan version has chosen procedure enactment as its main way in enacting the act.There are still other versions of the draft of the Indigenous Autonomy Act.Before enacting the final edition,the Legislative Yuan should notice the issues above while deliberating the act..The main study findings inside the Taiwan’s indigenous peoples:t is a key factor if the number of autonomous persons of talent is enough.There is a huge difference in the conditions and ability in Taiwan indigenous peoples while establishing the autonomous region of indigenous peoples.The indigenous peoples should value inherent rights and preserve honorable cultural capital.. The main study findings in the masses of Taiwan:n the basis of the concept of multiculturalism,the Han people and the indigenous peoples should tolerate,respect and interdepend mutually.The benefits of establishing autonomous region of indigenous peoples can be shared and enjoyed together by the all ethnic groups in the autonomous region.It will cause a huge finacial burden for the administration to put the enormous amount of social capital in establishing autonomous region of indigenous peoples.
