Abstract
It reveals that the importance of conservation of the oceans, coastal zones and intertidal zones are emerged in the world. And the participatory approach based on local community and other stakeholders is also concerned. This study tried to promote the empowerment of Lishuei Community from empowering the teachers of Longgang Elementary School, to achieve conservation of the Daud Estuary Wildlife Protected Area. This study found that academia can access the community more easily through local elementary school. The school cannot lead affairs of community development, but can assist proceeding of this process. There is lacking community empowerment related group in Lishuei, and the residents are not used to co-operation way to proceed community issues. This study promoted the compiling of native teaching materials of Lishuei to arouse the community sense of the residents of Lishuei. Then to empowerment the residents to participate management of the protected area, to reach the goal of protected area and conserve the environment well.
