Abstract
As the German sociologist Beck says , the modern socity is inclined into Risk
Society . In this background , This article is divided two parts: First part is talking
about how to use Verwaltungsverfahren to protect human right in process of
establishing nuclear plant . The second parts use the German legal concept,
Risiko(Risk) , to analysis the frame of legal regulation of gene technology.
